Urania Paulino is a Dominican attorney with more than two decades of experience, recognized by leading international directories such as Chambers and Partners and Legal 500, and specialized in complex transactions, regulatory law, and sophisticated legal structuring. She advises multinational corporations, domestic companies, financial institutions, and strategic investors on cross-border transactions, market entry, and business expansion in the Dominican Republic.

She is recognized for her expertise in aviation, foreign investment, tourism, real estate, free zones, international trade, and digital commerce.

In the aviation sector, she is regarded as a leading advisor, with more than 20 years of experience representing JetBlue, the airline with the highest passenger traffic from the United States to the Dominican Republic, advising on regulatory, operational, and strategic matters. She has played a key role in route development, permitting processes, and the management of complex matters before regulatory authorities such as the Civil Aviation Board (JAC), the Dominican Institute of Civil Aviation (IDAC), the Specialized Body for Airport Security and Civil Aviation (CESAC), the Directorate General of Migration, and the Directorate General of Internal Revenue (DGII). Her practice also covers free zones, logistics centers, and real estate, with a strategic focus on nearshoring and the relocation of operations to the Dominican Republic.

She has advised global companies such as Amazon, Mastercard, Deutsche Bahn, Mercedes-Benz, Volkswagen, General Electric, Procter & Gamble, Subway, S2 Yachts, and Electrolux, among others, as well as leading domestic companies, on regulatory matters, distribution schemes, franchise arrangements, and the application of Law No. 173 on the protection of agents, distributors, and concessionaires.

She also has experience in family law and wealth planning, including structuring donations and advising high-net-worth individuals.

Throughout her career, she has participated in key negotiations with the Dominican State, including the implementation of initiatives to modernize the immigration and tourism systems, such as the E-Ticket and the reform of the tourist card scheme, as well as proceedings before the National Institute for the Protection of Consumer Rights (Pro-Consumer), defending her clients’ interests.

She was also part of the team that represented the Dominican legal sector in the DR-CAFTA negotiations, reflecting her active involvement in international trade policy development.

Urania received her Bachelor of Laws from Pontificia Universidad Católica Madre y Maestra in 1999. In 2001, she obtained her Master’s in international legal studies from Washington College of Law in American University. She has participated in several law and business programs in Georgetown University (2002) and Florida International University (2003, 2004).
