Gustavo Mena has been practicing law for over 30 years. His practice focuses on real estate law, corporate law, environmental law, family law, mining law, aviation, and commercial and labor litigation.

  • Gustavo is one of the leading lawyers in environmental practice in the Dominican Republic, being a pioneer in the exercise and development of this area, which has earned him both national and international recognition.

    He has over 33 years of experience, in which he has practiced in various areas of law, ranging from environmental law, securities, banking, business, alternative dispute resolution and litigious processes (complex cases, enforcement and incidents, technical defenses, among others), resolution and management of disputes, mining and energy law, administrative law, government relations.

    Internationally, he has taken part, as an environmental expert, in arbitration cases under the arbitration rules of the International Center for Settlement of Investment Disputes of the World Bank (ICSID).

    He served as Legal Counsel to CONATEF from August 1991 to July 1992, during which he was an instrumental member of the team that drafted the Dominican Forest Code.

    Gustavo was the first legal consultant and legal director of the Ministry of Environment and Natural Resources, where he had the opportunity, from its creation in August 2000 to March 2005, to perform the important role of structuring and creating the legal guidelines for the Ministry.

    From 2007 to date he has acted as professor of Environmental Law at the Pontificia Universidad Católica Madre y Maestra (PUCMM), the most prestigious university in the Dominican Republic.

  • Gustavo has been recognized by Chambers and Partners, the leading international legal ranking and award institution, as among the best lawyers in Environmental Law in the Dominican Republic.

  • Gustavo received his Bachelor of Laws from the Universidad Nacional Pedro Henríquez Ureña and his Masters of Business Law and Economic Legislation from Pontificia Universidad Católica Madre y Maestra.

    Gustavo’s continuing coursework includes, “Policy and Environmental Legislation,” at the Joint Program of Advanced Studies of the Universidad Nacional Pedro Henríquez Ureña and Institutionalism and Justice Foundation; “Criminal Procedure Law,” at PUCMM; “Law and Environmental Management,” at the Institute for Environmental Law of the Republic Dominican and APEC; and “University Teaching,” at PUCMM.
