Over his decades long career, Luis has led many of the flagship transactions in the Dominican Republic as well as numerous high-profile infrastructure projects in the country that have been recognized internationally, including: (i) the largest acquisition of a Dominican company at the time, valued at over US$2 billion; (ii) the largest foreign investment in the country, for over US $6 billion; (iii) the only international initial public offering (IPO) of a Dominican company on the New York Stock Exchange; and, (iv) the first debt issuance in the international capital markets by the Dominican government, also advising on subsequent issuances to date.

Luis Rafael has been twice president and a founding member of the Dominican Mining and Oil Chamber of the Dominican Republic, member of the Board of the Popular Association of Savings and Loans (1995-2003), secretary of the Board of Directors of Banco Adopem (2012-2017), member of the Board of Directors of LexMundi, the world's leading network of independent law firms.

Luis is a distinguished figure in Dominican Republic’s legal market, earning the highest accolades from esteemed international legal publications such as Chambers and Partners, International Financial Law Review (IFLR), Legal 500, Who’s Who Legal, and other local and international recognitions.

He has also been named amongst the most influential and respected lawyers in Central America and the Caribbean across various sectors including corporate law, banking, project financing, and environmental, mining, and renewable energies by the renowned legal directory Who's Who Legal.

Moreover, Luis’ commitment and support in the legal community have been acknowledged with the Star Partner Award for Supportive Partner from the Commercial Services Office of the United States Embassy, and has also been recognized by the New York State Bar Association. He continues to be recognized for his leadership in transactions, with the firm being shortlisted and awarded for several awards related to deals Luis has participated on.

Luis Rafael received his Bachelor of Laws from the Universidad Nacional Pedro Henríquez Ureña in 1984. In 1985, he studied at the University of Michigan, in Ann Arbor, Michigan.

Luis has been Vice President of the Dominican-Canadian Chamber of Commerce; President of the Dominican Association of Exporters (1994-1996), Member of the Board of the Popular Association of Savings and Loans (1995-2003), Secretary of the Board of Directors of Adopem Bank (2012- 2017) and twice President of the Dominican Mining and Petroleum Chamber of the Dominican Republic.
