For example, the only registration of a Dominican public company in the New York Stock Exchange, the largest acquisition in the history of the country, for an amount greater than USD $ 2,000 million, the largest foreign investment made in the country, for more than USD $ 6,000 million, and the first international issuance of sovereign bonds, among others.

Luis Rafael has been twice president and a founding member of the Dominican Mining and Oil Chamber of the Dominican Republic, member of the Board of the Popular Association of Savings and Loans (1995-2003), secretary of the Board of Directors of Banco Adopem (2012-2017), member of the Board of Directors of LexMundi, the world's leading network of independent law firms.

Luis Rafael received his Bachelor of Laws from the Universidad Nacional Pedro Henríquez Ureña in 1984. In 1985, he studied at the University of Michigan, in Ann Arbor, Michigan.
